Both of these are registrations where an incomplete file does not get rejected so much as it simply stops moving. Applications sit pending for months because one certificate was in the wrong format or a verification was never triggered. The work is in assembling a file that has nothing missing before it is submitted.
PSARA licence for a private security agency
No private security agency may operate in India without a licence under the Private Security Agencies (Regulation) Act, 2005. It is a state licence: in Madhya Pradesh it is granted by the Controlling Authority under the state Home Department, and it covers only the state it is issued in. Operating without one is an offence, and it disqualifies you from every serious contract.
What has to be in place before you apply
- A registered entity — company, LLP, partnership firm or proprietorship, with security services in its objects.
- A memorandum of understanding with a recognised training institute. This is not optional and is the item that most often holds up an application. The Act requires prescribed training for security guards and supervisors, and the MoU must be in place before you file.
- Character verification of the proprietor, partners or directors, conducted by the police. Certain convictions disqualify outright.
- Antecedent verification of supervisory staff, along with the training and eligibility conditions the Act sets for them. Ex-servicemen have a defined advantage in the supervisory criteria.
- Registrations under labour and social security law — EPFO, ESIC, professional tax and shops and establishments, as applicable.

A PSARA licence is granted for five years and must be renewed before expiry. Apply for the scope you will actually work in: widening it later means a fresh application, but an over-broad licence costs more upfront than a growing agency needs to spend.
PWD contractor registration in Madhya Pradesh
To bid for government civil works in Madhya Pradesh you must be an enrolled contractor with the relevant department — Public Works Department, Water Resources, Rural Engineering Services or a municipal body, depending on the work. Registration is granted in classes, and the class determines the maximum value of work you are permitted to tender for.
Class criteria turn on financial capacity: net worth, turnover, solvency certified by your banker, plant and machinery owned, and technical staff employed. Registration in a higher class requires demonstrated completion of works of a comparable value, which is why contractors ordinarily enter at a lower class and apply for upgrade as their completion certificates accumulate.
What a complete file contains
- Constitution documents — partnership deed, incorporation certificate or proprietorship proof
- PAN, GST registration and the latest filed returns
- Audited financial statements, generally for the last three years
- Solvency certificate from a scheduled bank, in the prescribed format and within its validity
- Completion certificates for works already executed, issued by the awarding authority
- List of technical personnel with qualifications, and details of plant and machinery owned
- Registration fee and the prescribed security deposit
Staying eligible after registration
Registration is the entry ticket, not the finish line. Enrolment is periodically renewed, solvency certificates expire and have to be refreshed, and GST and income tax filings must be current — departments check compliance status at the bid evaluation stage, and an unfiled return is enough to have a bid set aside. Where you intend to move up a class, the completion certificates and audited figures need to be organised for that purpose as they arise rather than assembled in a rush later.
Why this is worth doing locally
Both of these involve state departments headquartered in Bhopal, and both involve files that move faster when someone can follow up in person. Being a short distance from the Home Department and the PWD offices is a practical advantage in work of this kind, not a marketing line.
